Summary/Abstract: The formation of the state is one of the important events in the history of humanity. The emergence of agriculture, protection of property and the need for the formation of the ownership has revealed the state. Throughout the ages, the development and change in the production relations have necessiated the new state forms, which have brought about well-matched educational, juristical, and military institutions. The aim of this study is to investigate the properties of regimes regarding from the state to modern state.
