Summary/Abstract: The article deals with the tenant problem of the landless population in Finland and subsequent controversial polemic on wandering pedlars from distant Russian villages bordering on Finland. According to the opinion of local authorities, Russian pedlars spread rumors about transition of the tenant lands into the category of independent lands.
