Summary/Abstract: In this part of work, the State is conceived in three perspective theories. Focusing on the attention within the State in order to describe various forms of State power, we have argued different ways in which the States are able to use political and economic instruments. It came to the view that the identified groups and actors within the State are determined of decision-making in regards to the foreign policy. Also it is essential to consider the way in which globalization, international ideologies and ethno nationalist movements can threaten State sovereignty whereby they might create a risk in the stability of the international system (Puto 2004: 498). All these movements are studied in a complex order so that to reach the conclusion that the economic crisis, however, can be managed and directed by political elites, which are important factors, intertwined with economic and political interests (Smith 2005: 233).
