Summary/Abstract: Being born as a technique used for financing major infrastructural projects, Project Finance has had a significant growth in recent years. Presently, it is a highly used technique in developing countries, industrialized ones and broader. This presentation aims to summaries the essential and institutional aspects this instrument is characterized of. One of the major aspects for assessing this project concerns the technical-economic relations between financial institutions, consortiums for giving concessions, providers, site builders and public entities, whose interests are continuously interwoven and are subject to the outcomes of prognoses made with the scope of guaranteeing the successful implementation of this initiative. The development of this instrument in different economic sectors of a country (including our country), makes possible the juxtaposition between country’s technical competences, needs of financial markets, as well as assurance market needs, which are interconnected with one another and require exchange of information and knowledge. Construction phase constitutes the most important phase of the entire project, which together with the operative phase make up the core of the project itself. Finally, in order to better understand the way a Finance Project operates, we will provide a concrete example from the Albanian energetic sector and the use of this financial operation, bringing to light the advantages of constructing the Vlora TEP through this method.
