Summary/Abstract: The author conducts a detailed analysis of all important organisational changes in the institutions belonging to the national system of defence, public order and security so that they can accomplish their missions. The article is thus a systemic approach to not only the way the public order structures function but also to the way in which they are prepared to ensure the necessary operational capacity for fulfilling the legal missions during crisis situations, such as the state of siege, emergency, mobilisation or war. In addition, it is shown that, in the current context, when supplementing the public order structures with the necessary human and material resources, specific characteristics should be considered, given the complexity of missions.
