Summary/Abstract: Weak states are those that have poor governance structures and lack performance in their ability to meet essential responsibilities, but may however recover their ability to act. Failed states, understood in this sense, with a reduced governance ability and a poor or weak national authority of state structures, are increasingly common. Recent studies have identified 136 failed states, starting from the commonly accepted cases such as Afghanistan, Somalia and Yemen to the ones that were put in this situation by ethnic wars (Bosnia-Herzegovina – in the ’90s or Congo-Kinshasa – in the ’80s) and up to the genocide in Rwanda. In many cases, they cause internal instability, civil war and armed violence.
