THE IMPACTS OF DEVELOPMENTS POST-1990 ON LOCAL PARTICIPATION PRACTICES IN TÜRKİYE

Summary/Abstract: Increasing the effectiveness of local governments in influencing the daily lives of citizens, enhancing participation in decision-making processes at the local level, ensuring representation of various segments of society, and shaping policies in a more inclusive and just manner are all made possible. This mission undertaken by local governments highlights the paramount importance of active citizen participation in the sustainability of democracy, emphasizing the necessity to diversify contemporary governance techniques and participation tools. In the present era, new concepts brought about by digitization enhance the “accessibility,” “ease,” and “inclusivity” of local participation methods, bringing citizens closer to governance processes. Therefore, staying abreast of current developments and determining future strategies for participation methods will contribute to local governments in Türkiye. In parallel with international advancements and innovations, the new roadmaps adopted by local governments in improving service quality in Türkiye have laid the groundwork for the formation of a perception of citizenship practice at the local level, propelling initiatives to strengthen citizen participation. With this purpose in mind, the study focuses on the foundation laid by developments in Türkiye, especially those that gained momentum after 1980 and significantly influenced local participation practices by 1990. The aim is to provide various recommendations for strengthening citizen participation in local governments and developing strategies for the future, particularly in light of the centennial of the Republic. These suggestions encompass elements such as making democratic processes more effective, encouraging digital participation, and adopting sustainability-focused strategies.
