Summary/Abstract: In the field of governance, Albania with Noli took a big step back, which had negative consequences in all other institutions. Noli’s taking over the post of Prime Minister was completely contrary to the Lushnja Statute and, consequently, completely illegal. At this time, in addition to the parliament, the High Council was dissolved, which had been a functional and accepted institution, before the events of June. Thus, a dangerous institutional vacuum was created, as a result of the destruction of the two main pillars of the state: the Parliament and the Regency. This fact, together with the army’s commitment to overthrow the previous legitimate government, were enough to qualify Noli’s government as an illegitimate government and his coming to power as a coup d’etat. The June revolution had no programmatic preparation, but above all there was no serious support or from any important social stratum to form its basis. Therefore, it can be considered as a historic accident, which interrupted the legal development of the institutions of the Albanian state in a democratic and evolutionary way, without having any premise to bring a positive change in Albanian society. On the contrary, experiment of a part of the political class of that time was very dangerous for the interests of the country and carried great risks.
