Summary/Abstract: In this article, the author undertook a study of Pearson’s correlation between variables suchas the average percentage of seats won in municipal councils of selected cities in Poland in localelections and the average number of voters per one candidate for municipal council in selectedcities in Poland between 2006 and 2018. As a result of the study, a strong positive correlation wasfound between the indicated phenomena and the variables, which led the author to formulate anoutline theory of power accumulation in Polish local self-governments, thanks to which the de-gree of power concentration in city councils can be explained by the degree of use of the passiveelectoral right by citizens.
