The First Polish Experiences in Examining Self-Assessment of Nuclear Security Culture in a Medical Institution Using Radioactive Sources and Materials

Summary/Abstract: This article presents the knowledge and experience gained from the first Polish project on self-assessment of nuclear securityculture. The project was conducted in cooperation with a private medical facility specialising in oncology treatment, with a branchin Poland, and was supported by the International Atomic Energy Agency. The research was carried out over several years. The article discusses the importance of the human factor in shaping an organisation’s culture before delving into nuclear security culture. The International Atomic Energy Agency’s nuclear security culture model is analysed step by step, providing clear insights into the characteristics of a strong security culture and how they can be applied to various organisations. Next, the focus is on preparing for the security cultureself-assessment, specifically describing the key research tool, which is the survey. Finally, guidance on designing a self-assessment questionnaire is provided based on the IAEA guidelines and the author’s experience. The publication consists of two main parts. The first section provides an introduction to the fundamental guidelines and recommendations of the IAEA regarding the purpose of security cultureand the role of humans in shaping it. The second section is more practical and operational, sharing experiences resulting from scientificresearch on the implementation of self-assessment of security culture in a medical institution using radioactive sources and materials.
