Summary/Abstract: During WWI, USA and Bulgaria maintain normal diplomatic relations, despite each of them being at war with the allies of the other one. This is an interesting phenomenon, which seemingly contradicts the contemporary understandings of international relations. In 1918, a report titled “Reasons to Declare War to Turkey and Bulgaria” appeared among the research papers of the study group “The Inquiry” in relation to the work of the US Commission to Negotiate Peace, written by James L Barton. It contains seven reasons in favor and ten, much more detailed, reasons against such a military conflict. This paper aims to examine this report.
