Summary/Abstract: The aim of this article is to point out the staged nature of theinstrumentalization of migrants by analyzing and defining the process and usingexamples from the Cold War and post-Cold War periods. Accordingly, the followinghypotheses are posited:H1-The instrumentalization of migrants is a step-by-step process aimed atachieving specific political, economic and military objectives or introducingdestabilization in the target state.HK1-Target destabilization refers to an increase in the level of crime andterrorist threat, insecurity among the citizens of a country.The article consists of two parts. The first analyses the issue of theinstrumentalization of migrants from the perspective of political science andadministration, while the second analyses it from the perspective of legal science. Theduality of research methods is acknowledged in the publication. In the course ofpreparing the article, desk research methods were applied. These include the method ofanalysis of written sources, which is a consequence of the application of qualitativecontent analysis. They allowed the collection of data necessary to solve the researchproblem, gathered in databases of the Border Guard, state statistical offices, dataavailable in the literature on the subject, articles published in mass media.
