Summary/Abstract: Hilë Mosi was born in Shkodër on April 22nd, 1885. First lea-rning’s he got in Italian technical school and Jesuit College in Shkodër. Afterwards he continued lessons in German in Klagenfurt of Austrisa. On December 27th, 1904 he established firs student association named “Lirija”, in Klagenfurt, which was later named “Dija”. On September 27th 1907, in the newspaper “Drita”, in Sofja he published the article “Çonju”, which he addresses to his countrymen in order to be vigilant and join the efforts for winning freedom. In 1908 he turned back to homeland and becomes a member of Mihal Grameno’s komit file in Korçë and during this year he establishes in Shkodër the club “Geg-nija” which he represented in the Congress of Manastir in 1908, and as a delegate from Shkodra, he was chosen to be a secretary of the Con-gress. Following the Congress of Manastir he went in Korçë and there he gathered Korçan boyhood in the association “Vëllazërija”. During the period 1909 - 1910, Mosi stayed also in Istanbul, where together with Dervish Hima edited newspaper “Shqiptari”. Same year he participated in the uprising of Upper Shkodra, as a member of the committee “Shoqëri e Zezë” which was struggling for the freedom of Albania. In 1911, he participated also in uprising of Malësi e Madhe. Declaration of the independence found him in Trieste, where he wor-ked on Albanian issue. In 1913 he participated in organizing the Cong-ress of Trieste/ Kongresit të Triestes, which chose Mosi as its presi-dent. By the middle of 1913 he came back to Shkodër, edited notebook “Shqypnija e Re”. Same, in 1913 he organized the club “Lidhja Kom-bëtare”, aiming the merge of different elements. In February 1914 Hilë Mosi would be invited by the government of Esad pashë Toptani to name him as General Security Director/Drejtor të Përgjithshëm të Sigurisë of Alabania. Since that year he established laic association “Vaso Pasha”, whereas after the occupation of Shkodra by Montene-grins, in 1915, Hilë Mosi, was deported by Montenegrin Army in Pod-gorica. In 1916, Hila came back in Shkodër and organized association “Vëllaznija” in Shkodra. The mission of this association was to unite the Christian and Muslim Shkodran boyhood, in favor of Shkodran and Albanian cause that should have be done.While the largest part of Ethnic Albanian territories were under Austrian occupation * (1916-1918), Hilë Mosi was a chief (director) of the Police in Shkodër, and in April the 15th, 1916 he communicated with Mulsim headship of Shkodra in order to implement orders of military governance of field-marshal Trolman. In the field of culture, in the period of the First World War, Hila gave his contribution in “Komisinë letrare shqipe /Albanian literary commission” in Shkodra. In 1920 the activist Hilë Mosi organized, in Shkodër, the committee “Mbrojtja Kombëtare/National Defence” and he was chosen a senator of Shkodra.
