Summary/Abstract: In respect of the specific formulations within the European Water Framework Directive, The Water Act and the secondary water regulations, this study focuses on the financial modeling of services for water supply and sewage as a business operation having the characteristics of a locally regulated monopoly. Defining financial management models of similar local monopolies is invaluable for making correct and practical decisions for the benefit of the local community and the processes of absorption of EU funds under the OP "Environment" and "Regional Development" pro-grammes. In view of the specified aim, the following main tasks are undertaken in the study - the characteristics of locally regulated monopolies in the water supply and sewage (WSS) sector to be well-grounded in the context of the theory of mixed goods and, in particular, of club benefits; a financial model for management of locally regulated monopolies in the WSS sector to be well-grounded and structured in terms of specialized normative order and programmed periods for action in the EU; the financial model for business management of a locally regulated monopoly in the WSS sector to be tested empirically. As a result of the investigation, an approbation model is defined for sustainable financial planning in the WSS sector. Thus, regardless of the specifics of locally regulated monopolies, and by means of financial science, the WSS problems are positioned within the basis of the generally accepted rules and principles of business planning in favor of the state, households and companies.
