Summary/Abstract: The theoretical foundations of dialectics of national interest are reviewed and the basis of decisions regarding the Black Sea basin region is given. Special attention is paid to the homogeny, the commonality, the balance and the contradictions within general interests, as well as the locations of negotiations and their realization. The decisions related to balancing the national interests of the Ukraine in the region of the Black Sea basin are substantiated.
