Summary/Abstract: The war abruptly changed life of the population of Russia. Food supply and medical service worsened. The housing problem became strained. The scale of perturbations demanded legislative acts defending the interests of the most aggrieved people: widows, orphans, disabled veterans. The survivor strategies and behavior of people in extreme conditions were specific.
