Summary/Abstract: Introduction. In modern conditions, when each country has obvious understanding of its natural resources and material capital limits, society demands its human resources development as they become one of the main factors of economic growth and competitiveness in the global economy. Results. The author opens up the essence of multidimensional category human «capital» as acquired by the person values which may lead to the benefits achieving in future. It is shown that human capital accumulation is connected with the input of a certain personality to own education, health and professional training, as well as migration actions. The author has made a general conclusion that in the process of individual consumption takes place reproductive performance of not only person’s ontological characteristics, but also their qualitative and quantitative changes, which are included to the «human capital» category. Estimation of human capital development has been worked out by the author for the enterprises of Belgorod and Voronezh regions of the Russian Federation, and their differentiation depending on the level of human capital development has been made. Conclusion. The future of Russian regions is in formation of new intellectual economics, where the main resource will be not natural resources and energy, but a person. Such transformation is closely connected with the issues of social responsibility of business, authority and society, humanization of economic changes, demographic and migration policy, solving of problems in education. Thus, complex approach is essential for human capital development at both regional and national levels.
