Summary/Abstract: Development of the national innovation system (NIS) depends on such factors, as institutional support, effective coordination of institutes, and harmonious development of their parts. According to author opinion, the human capital is the main driving force of the NIS. Evaluation of this economic category is important task for micro- and macro- levels. As calculating mechanism mostly considers the cost determination of human or labor potential or human capital usually applying the World Bank methodological approaches and make calculations based on customer costs, capitalization of earnings, and cost and earnings ratio of human capital through the evaluation of the educational potential. In addition to the above, are known the approaches of quantitative evaluation the duration of schooling or labor activity, expert review mechanism, indexing system and classic indices of fixed or variable capital. In consideration of complexity, the diversity of socio-economic category – human capital – the maximum integrated evaluation of human capital, especially at the macroeconomic level, is possible only on the basis of aggregate indicators that characterize certain levels, quality or characteristics of each individual element of the internal structure of human capital, including direction of activity. The study deals with methodical approaches to determination of human capital value on micro- and macro-levels, and specifies the human capital evaluation in Ukrainian institutions of higher education. Ukrainian institutions of higher education were chosen as object of study based on the assertion that the role of education in the formation of human capital is the most actual trend of contemporary researches in formation and development of economic systems. This problem is given much attention in Ukraine.
