Summary/Abstract: The legitimation and the democratic deficit of the EU are even more objects of political analyses and debates in the communal politics. In the last nearly two years the European Union has experienced the deepest political crisis of the history of the European integration process. This study set the analyse of this period as an aim concerning the problematic of the constitutional process, the one year history of the budget debate 2007-2013 and the further enlargement of the European Union. The rejection of the European constitutional project by the French and Dutch electorates has dramatized the on going crisis (crisis?) of not only the EU , but of European politics in general. The reality is that the life of the European integration process is paradox. French and Dutch voters rocked Europe’s political establishment when they decisively rejected the EU ’s constitutional treaty in referendums in mid-2005. Although 15 countries have ratified the treaty, EU governments have decided to have a yearlong ’period of reflection’. The governments say they want to use this to hold a broad debate in each member-state about the EU ’s future, involving citizens, parliaments and political parties.
