Summary/Abstract: This paper studies how it is possible to conduct International Relations and the studies on it in a style purified from the false image. Therefore it is tried to construct a framework a model for analysis which will cover the relations among societies and states from the initial periods onwards in terms of originality and functionality, with the help of theoretical and phenomenological/historical references. It has been regarded necessary to find and comparatively present human data from the East and the West in order to complete this study. In fact the existing policy of human communities will be truly understood, and this will prepare the ground and atmosphere for functional relations in this natural development and existence process. Theoretical and practical suggestions will be discussed for the culture, human and state model, which can be regarded as the basic pillars of the existence policy of the Turks in process from Asia to Europe, and this is compared to policies in the Western world based on Political Realism. A being constructing culture and politics, the human being has such a responsibility as to found an economic and social system which is appropriate for differences in the world to live together in peace. In order to reach this goal it is necessary to conduct functional studies without being attached to the false image.
