Summary/Abstract: One of the ways to improve the quality of social control is to perfect its organization. This task can be solved by means of the designing and implementation of the social control organization development program in social practice. The process of program design includes the creation of a prescriptive system model and the formation of a descriptive system model for the main system-forming structures of social control. An important component of the information support for solving these tasks is a system model giving an idea about the interconnections between the transformable element of social control and the surrounding environment. This paper presents a system model of the structure of social process as a fragment of the existence of the Universe. This model is aimed at the development of a system representation of the external environment, embracing the transformable part of social control.
