Summary/Abstract: After Yugoslavia’s capitulation (beginning of the 1941), the Ger-many allowed Bulgariab army to enter within occupied borders, which immediately took reprisal measures towards unprotected Albanian po-pulation, even by leasing words in public that “these land are already Bulgarian, and it will not tolerate any other nations but Bulgarian”. Unlike Macedonian historiography and partially Albanian one, several international scholars clearly accentuate brutal behavior of Bulgarian fascist occupiers towards Albanian element. Bulgaria set its control in extensive territories inhabited by ethnic Albanians in Macedonia and in these courses had twofold policy, respectively Bulgarian occupation in Slavic zones was somehow more controlled, while “treatment of ethnic Albanians there was very harsh. Departure of one occupier, in this case Serbian, and settlement of a new occupier like Bulgarian fascist occupa-tion, didn’t solve Albanian problem, since, as Bernd J. Fischerwill em-phasize: “..850 000 Kosovo Albanians were physically strong… morally determined and enthusiastic regarding the idea of the union with their mother land”. Bulgarian violence and terror towards Albanian population incited a part of then Albanian intelligence. In a meeting in Kumanovë, on April 18 or 19 1941, between Albanian relevant personalities, among numerous discussions and dilemmas that were opened, the primarily was scrutinized the issue of uniting zones mostly inhabited by Albanians to Albania. They came up to the conclusion that "their theses is not unre-alizable and established The Movement for Uniting Albanian Lands with Albania, that would be engaged for occupied Albanian provinces by Bul-garian occupier, such as: Shkupi, Kumanova, Gjilani and Presheva, to be joined with ethnic Albanian. After numerous meetings with the leaders of this movement in entire Albanian ethnic territory and with Hamit Ko-kolari (Albanian ambassador in Shkup), and in the last meeting with the prime minister of Albanian state in Tirana, this Movement starts its activity in all life realms for functionalizing of ethnic Albania.
