Summary/Abstract: Orthodox economic theory is based on a series of premises that are far removed from reality. A major weakness of economics is its tendency to deify economic theories that were conceived decades or even centuries ago - in conditions that were very different from today. Therefore, is needed a major push towards a new approach to economics. The central question of that new economics should be how to use society's resources to optimally satisfy humanity’s needs in the short, medium and long run. Economic growth cannot be thought anymore to be the panacea for all the major economic ills of the modern world as long as the economy is a subsystem of the finite biosphere that supports it. Ecological limits are rapidly converting “economic growth” into “uneconomic growth”. The "sustainable economy is one that can be maintained indefinitely into the future in the face of biophysical limits. The transition to a sustainable economy would require many adjustments to economic policy. In this respect, it is important to put in place a more effective public administration that is able to produce appropriate public policies and to manage them efficiently for the implementation of sustainable development principles. In this way it is intended to complete the process of public administration reform and to reduce significantly the existing disparities in comparison with the average performance level of the central and local administration and of public services in other EU Member States; to strengthen the citizens’ trust and satisfaction with respect to the central and local public administration authorities.
