Summary/Abstract: In this article, we consider the unpublished diaries of missioner E.A. Malov and examine his views on the implementation of religious policy in the Volga Region over the late Imperial period. The diaries show the evolution of the Kazan missionary’s ideas about religious policy, and reflect the contradictory interpretations of Ilminskii’s system, which existed in secular and church circles of Russian society. Based on these diaries we can describe how approaches to confessional policy depended on discussions about the necessity of Russification of nonRussian Orthodox population in the Volga Region of the Russian Empire.
