Summary/Abstract: The government issues two types of administrative resolutions: decisions (general or individual) and ordinances (mostly general). The constitution permits only ordinances as exception, because they have the power of laws enacted by the parliament. Nevertheless the practice of issuing ordinance is widely used by all governments, often not accompanied by the underlying justification. The ordinances are then discussed by parliament, which can confirm them by law or reject them.
