Net Neutrality – A Dogma or A Postulate

Summary/Abstract: The article describes the origins and meaning of the concept of net neutrality in relation to ICT infrastructure, especially the Internet. The evolution of open and neutral network and its foundations and consequences for the development of the network and the services provided are presented on the example of market practices of network operators and regulations applicable in the various countries. The final part of the article presents proposals relating to the determination of the rules on net neutrality at the international and national levels.
