Summary/Abstract: The Constitutional Court (CC) issues mandatory interpretations solely of the currently effective Constitution. The CC interprets constitutional provisions rather than constitutional norms. All constitutional provisions may be a potential object of interpretation in the issuance of mandatory interpretations of the Constitution by the CC. The mandatory interpretation made by the CC does not result in clear constitutional norms being derived from vague constitutional provisions but rather clarifies the meaning of vague constitutional provisions which, following their interpretation as now clear provisions, can, at any time, be revised by being transformed into constitutional norms.
