Summary/Abstract: The subject of this article is the role of Europeanization in building the administrative capacity of the candidate countries and potential candidates for EU membership on the example of countries of Central and Eastern Europe which joined the EU during the last wave of enlargement. It should be noted that the administrative capacity is one of the important criteria for evaluating a country’s readiness to join the European Union. Firstly, we define the concept of Europeanization as two-way process in which two groups of actors interact- the EU and member states, but the field of research expand on the states that have not yet become members. Emphasis is placed on “top-down” dimension of Europeanization because at the time of observation the states have not had yet the opportunity to influence decision-making in the EU level. In addition to the concept of Europeanization and its mechanisms in making explanations of the impact of EU policies on national institutional systems, we use auxiliary concept of the EU conditionality, without which the analysis would not be complete. By using these two concepts, the goal of this article is to answer the question whether the administrative capacity is necessary to strengthen when the state joins the EU or it does depend on many other factors.
