Summary/Abstract: A main objective of this text is to prove that the representative type of democracy based on the rule of the parties (partocracy) has become an obstacle for social development and that further development might take direction only in the way of dissolution of the state- partycratic government into a direct rule of the people and integration of the representative parliamentarism into a system of direct democracy. In all parliaments representative democracy that has been based on an imperative mandate of political parties ought to be replaced with an imperative mandate of the citizens, and their standpoints should be interpreted by their representatives as their own ones. In order to have the standpoints of the citizens and their representatives coincided, the selection of representatives should be limited to those candidates for the deputies who interpret interests and preferences of the citizens in a most legitimate way. Author of the text concluded that a universal implementation of general model of direct democracy is an unfailing precondition of democratic unity of planetary community, implying a full freedom of democratic organization and management and one indirect involvement of all citizens interested in making obligatory decisions for all. The Cosmopolitan Democracy needs national democracies that it relies upon, as the democratic cosmopolitan community may exist only as a free association of democratically organized local and national communities. In this analysis the author used a scientific method based on theory, as well as relevant scientific literature.
