Summary/Abstract: The purpose of this text is not a systematic description of preparation, confirmation and implementation of Defence White Paper, nor overall evaluation of its assets or failures. It only wants to draw your attentions to several problem factors that have got complicated the preparing of strategical documents in the field of defence and security in the Czech Republic and in fact they do not allow to form predictable surroundings for defence planning.
