Summary/Abstract: According to the bill, the act should enter into force on 1st of July 2017, although withoutcertain articles, which are supposed to enter into force later. In case of a non-adoptionof the act the European Commission can initiate proceeding under article 258 Treatyon functioning if the European Union, urging to remedy the infringement. If the statedoes not eliminate the breach, the case may be brought before the Court of Justiceof the European Union. If the Court finds that the complaint was justified, a financialpenalty may be imposed on the country. The penalty is adopted in the form of a lumpsum or a periodic financial penalty.
