Legal opinion on compliance of amendments to the governmental Bill on Amending the Act on Microorganisms and Genetically Modified Organisms (Sejm Paper no. 1424) with the European Union law

Summary/Abstract: According to the author, amendments to the Act on Microorganisms and Genetically Modified Organisms are compliant with the European Union law. However, he claims that a deepen analysis would be necessary in the course of further legislative works. The analysis should be focused on the matter of the principle of proportionality, a possible violation of the principle of freedom of establishment and potentially excessive severity of suggested sanctions.
