Summary/Abstract: The paper studies the possibility of applying for the evaluation of the effectiveness of management in the region a comprehensive analysis of costs and benefits. The technique is based on the calculation of estimates of the economic development according to the concept of increasing the economic value. An analogy between the region and the latest corporate financial structures that have a goal – the welfare of stakeholders of all kinds of resources.
