Summary/Abstract: The article analyzes the activity of children’s libraries of Ukraine upbringing of the younger generation in the early postwar years. In particular it is noted that education conscious citizen of the country is one of the main goals of libraries, especially children. To solve this problem children’s library has all the necessary resources and librarianship educational opportunities. At the same time, it is drawn attention to the lack of special cultural studies on this issue for several years and the demand of modern process of reforming education and culture in Ukraine. The features of local history of children’s libraries are considered. In this area children’s libraries republic created groups to study their native land, have organized campaigns under the slogan “Learn our country,” literary tours geographical and literary journey. Employees of children’s libraries develop literary trails travels, tours and trips determine the range of artistic, scientific and cognitive literature and periodicals for independent reading. To participate in this work encouraged many young readers library cry: “Learn the history of their homeland”, “We love our country and need to know its history”, “Learn your native land” and others. Revealing measures to study natural science helps young readers to understand the structure of the universe, the origin of human life on earth, to acquaint them with the latest achievements of astronomy, biology, physics and chemistry. To attract the youngest readers of literature, the natural history content in children’s libraries created the illustrated thematic catalogs such as “Read books about birds and animals”, “Books about animals”, the illustrated albums - “The severe natural phenomena”, “The story of flowers”, book exhibition “Books of nature “” B. Zhitkova Read books! “, what is written Prishvin “conducted literary mornings” Birds - our friends “, “The nature of our homeland” etc. However, despite of the fact that natural-scientific propaganda books played a significant role in the libraries of the republic, the amount of reading children and adolescents gave way to literature from other disciplines. It is noted that Soviet policy on the development of national school in Ukraine could not affect the reading of children and adolescents of Ukrainian literature, its books are in children’s libraries. The overall rate of issuance of Ukrainian literature is in regional library for children in 1948-1949. It is remained almost unchanged and amounted to, respectively, 32.8% and 30.1% of the total of books. An individual shape and mass of the library, including the library workers accounted for guys individual reading plans and group lists reference literature, conducted individual and group interviews (recommendation, theme, read on), individual consultations to implement the literary and creative tasks. In addition to librarians, teachers work groups ran schools and universities, actors, members of parent councils library. It was noticed that the important role of children’s libraries assigned mass work - in fact, in the children’s library with readers leading role belonged to the mass promotion of the book. We used these forms of verbal and visual propaganda printed works, book exhibitions and library posters, but the most common ones were loud readings and discussions, special attention is paid to where the expressive reading, regardless of what was read: article subject to political or artistic work. The conclusions noted that the experience of children’s libraries were many examples of interesting and original approaches to the management of the reading, the promotion of the book. The effectiveness of educational influence children’s libraries in forming active citizenship of adolescents should be based on consideration of conditions such as: the integration of the results of educational, cultural and librarian studies perception high school students of literature about Ukraine; focus on the humanitarian foundations of the educational activities of public libraries; breadth provision of access and complete information about the history and current reform process in many areas of life; libraries of educational differentiation on the basis of age, ethnic and social characteristics of adolescents; determination of local history libraries to build civic awareness of the younger generation.
