Summary/Abstract: After the Berlin Congress (1878) the Bulgarian municipal network in Macedonia was recovered and expanded. The municipalities became the largest legal, public organizations, connected with the church, the Enlightenment, the social and the national life of Bulgarians in the Vilayets. Their competences are quite large and the responsibilities – significant. They act within the hard conditions of the preserved Ottoman feudal-bureaucratic system, built up in the previous period. During the whole studied period until the Ilinden uprising (1903) the municipalities were forced to fight for recognition and to retain their rights and privileges.Unfortunately in many municipalities occurred conflicts and problems, which had a negative impact on the church-national deeds in Macedonia. In some cases the conflicts escalated and even led up to the split of municipalities.The internal strife becomes one of the characteristics of the self-governing institutions and brings the negatives of the division and confrontation. Considering their primary mission – to protect the interests and to consolidate the Bulgarian population in the Vilayets – the important task, which stands before the municipalities and the Exarchate is the swift and reasonable solution of the internal conflicts and discords.
