Role of Public Administration a Disaster and Community-Based Disaster Management

Summary/Abstract: The management of disasters in the context of risk perception of societies is defined as a continuum. Disaster management should be planned as a process which public administration takes part in effectively, because of the nature in disasters. However volunteers and NGO’s (Non Governmental Organiztion) often undertake some work in disasters, reletions with these entities must be a study field for public administration in the public policy process. In this kind of study, an interdisciplinary approach emerges as an imperious way. In this study after we take the disasters into context of public administration, it well to be emphaiszed that the necessity of cooperation between the public administration and civil society organizations /NGO’s/volunteers in crisis caused by disasters.
