Summary/Abstract: At present, Alliance's will and collective beliefs are deeply tested. Implicitly, in every debate about NATO, there is a simple but profound question: does the Alliance have the strategic capability needed to address the many new emerging threats and challenges in the new security environment? Competition in the field of energy, the proliferation of weapons of mass destruction, the global scale of terrorism, epidemics, global warming, cyber threats, disruption and destruction of vital infrastructure, regional and global crises and of course the situation in Afghanistan provide the backdrop for a series of transformations and adaptations that will need to be made in the shortest possible time. Together, all of this can demonstrate whether the Alliance is conducting adequate planning to ensure success or is preparing for failure.
