Summary/Abstract: The author has tried to clarify doubts related to the conceptual determination of decentralization resulting from different approaches in its defining. He presents to a reader the vision of decentralization primarily from the perspective of administrative law and public administration which clearly represents its true nature. Author made the conceptual determination of decentralization and differentiated it from similar institutes: deconcentration, devolution and autonomy. The context in which, today, decentralization takes place is characterized by the principle of subsidiarity, the values of modern public administration, new administrative doctrine (the doctrine of good governance, derived from the critics of the "new public management"), a permanent administrative reform and the process of Europeanization. Decentralization, similarly to a strong drug, must be applied at the right time and right dose and, if directed at solving relevant problems, will have a healing effect. Therefore, there is less and less space for a rough, discretionary and arbitrary political intervention in the area of decentralization, and administrative, administrative-technical and economic factors have greater significance and role in decision making related to decentralization. The ultimate goals of decentralization are improved quality of public service delivery (better management of public affairs) and strengthening the legitimacy of decentralized levels of government while reducing the public costs. The issue of technical solutions of such goals is quite another thing and is much more complicated than it seems at first glance.
