Summary/Abstract: Rather distinct by its contents, the project that can primarily find its place in the contemporary geo-political constellation was made in 1902 by the "Committee for the Autonomy of Macedonia and Albania", and submitted to the British Foreign Office. In the surroundings characterized by the thriving of ethnic states and the dying of the Ottoman Empire, the Project envisaged the widest territorial autonomy of the four provinces which would have been formed by turning the existing Turkish territorial units ("vilayets") in the southeastern parts. of the European Turkey of the time into provinces. Due to the historical and geo-political circumstances, this Project was doomed to failure. However, by its contents and by the subordination of the ethnic principles to the territorial principles and the principles of the implementation of standards, it certainly represented a significant attempt to introduce reforms within Turkey.
