Summary/Abstract: The Oslo Manual 2005 presents guidelines related to collecting information about economic (cost-oriented) barriers of innovative activities carried out by enterprises. These recommendations use defective and incomplete classification of cost-oriented barriers to innovation processes, along with extensively flexible rules for data collection. The presented shortcomings are reflected in the public statistics picture (reports on innovations in industry – PNT-02), the solutions of which only allow to capture the problems connected with access to internal or external funding sources (without further de-composition), along with determining their significance level − high, medium, low and meaningless. The analyses conducted in this regard show that enterprises from different regions are faced, at various frequency and efficiency, with problems related to their innovative business activity, however, such discrepancies are not significant enough to identify the category of regions free from these problems.
