Summary/Abstract: The main method to improve the legal framework in which elections are conducted in Romania is to review the entire electoral legislation and to concentrate it in an Electoral Code whose joint and special provisions should ensure, in accordance with constitutional principles, the organization of democratic, fair and transparent elections. In this regard, the Permanent Electoral Authority issued in early 2011 a draft Electoral Code that was publicly debated and submitted to Parliament for consideration and appropriation by the members of the Parliament. The implementation of new technologies in electoral processes aims at increasing the transparency and fairness of elections, at the same time reducing the budget needed for organizing electoral events.
