Summary/Abstract: After 9/11 the shape of international security was change and the USA administration released a National Security Strategy who produce an important move in international relations by assuming a right to strike against the rogue states. The National Security Strategy (2006) assert that nations must behave responsibly or otherwise will be isolated when they do not. The new National Security Strategy produce by Obama administration assert that the test of international security must be the cooperation and the ability of nations (states) to come together in order to confront common challenges.
