Summary/Abstract: We live in a society of changes. The Bologna Process of higher education in Europe is the answer to today's capitalism content; as well as the model of the Humboldt University was a response to the end of feudalism and social changes that have occurred in Europe in the late 18th and early 19th centuries. It is compatible to the UNESCO’s definition of the four foundations or fundamental goals of any education system: learning for knowledge, learning for action, learning for common life and learning to be. In the Western Balkans countries, the Bologna process takes place in a very difficult social, economic, political, ideological circumstances. In the politically disintegrated BiH it has additional features.
