Summary/Abstract: The article presents the phenomenon of net neutrality and its impact on the development of the global telecommunications network, the Internet. It indicates examples of approaches related to the introduction of the open network principle into the legal system and areas in which the implementation of this principle may face problems. The author characterised the zero rating phenomenon against the background of EU legal regulations and indicated its potential threats to the open Internet and entities operating in the online ecosystem.
