Summary/Abstract: The report examines the transition of petitions from custom to written rule. Attention is paid to petitions as a tool for achieving personal and public justice. Emphasis is placed on the adaptability of the right of petitions to the governing systems development on the one hand and its fundamental importance for the government – citizen relationships on the other. An essential role of the right to petition in the emergence of constitutionalism and the establishment of representative democracy is stated.
