Summary/Abstract: The importance of safety culture is gaining importance in various areas of management, including crisis management. Safety culture is considered an important factor conditioning the achievement of a high level of safe operation of the rescue system. The concept of safety culture is ambiguous and does not have one universal definition, or a model solution. It becomes necessary to make an attempt to define the concept of safety culture in the area of crisis management. The most important feature of safety culture in the crisis management system is the ability to implement the principles of safe operation despite the existing threats. A high level of safety can only be achieved by using tested systems and procedures while strongly involving human resources in safety culture activities.
