Summary/Abstract: Human resources management is increasingly becoming a key factor in increasing the efficiency of public sector organizations and, in doing so, it is therefor an appropriate management tool for the development and implementation of public policies at local and national level. The role of managers is also essential, as trends currently show that significantly more form of authority and autonomy should be given to them in order to manage their staff. In this context, research focusing on new governance tools potentially increases the organizations effectiveness and significantly facilitates their development. The problem of applying innovative training and employee development methods is one of these new moments in the management of human resources management.
