Summary/Abstract: In modern societies with demographic changes leading to a reduction in the workforce, increasing difficulties in attraction of young professionals in the public sector, decrease in the gross domestic product due to the aging population, taking measures for a successfully selection, development, engagement and motivation of professionals is no longer an ordinary priority, but a matter of survival for the public sector organisations. The tool that supports the implementation of future priorities is the human resource planning, which is adequate to the transformations of society, accompanied by concrete measures in the most critical sectors that are experiencing the greatest shortage of qualified professionals. The paper regards both the theoretical and practical aspects of human resources planning in the public sector. The issue of the necessary level of human capital planning in the public sector in the country has been raised as well. Good practices of public sector organizations, both in the Republic of Bulgaria and other countries, have been explored in order to reveal how public administrations take advantage of available tools and techniques for human resource planning in their response to strategic challenges.
