Summary/Abstract: The article is devoted to the analysis of the experience of the European Union countriesand the development of recommendations for improving the centralized model of publicprocurement management in Ukraine. The article is focused on clarification of the basicprovisions of normative acts, which are the basis for the functioning of a centralized procurementorganization, the State Institution «Professional Procurement». This applies tothe Law of Ukraine «On Public Procurement», the Resolution of the Cabinet of Ministersof Ukraine «On the Implementation of a Pilot Project on the Organization of the Activitiesof a Centralized Procurement Organization» and the Order of the Ministry of EconomicDevelopment and Trade of Ukraine, according to which the functions of the CentralizedProcurement Organization (hereinafter referred to as the Central Depository) are entrustedto the State institution «Professional purchases».It has been established that centralized procurement is not necessarily carried outthrough a specialized organization. For these purposes, both, state limited liability companiesand independent agencies (the structure of which is very similar to the structureof private companies) can be formed.Based on the experience gained, recommendations for the improvement of the Ukrainiancentralized procurement organization were developed by the State Institution«Professional Procurement». In particular, it is proposed to legislate this institution withcertain powers to monitor the market, to finance the work to use the customer's payment of a fixed advance payment for each procurement procedure and to use open frameworkagreements when conducting procurement procedures.
