Summary/Abstract: Education, science and research are in their essence of international dimension.Knowledge does not arrive from only one origin; taking care of excellence and a spirit of competitionswhich are present in these domains, have always been supported by exchanges all over the world.These various goals should be considered when all the world governments- of both industriallydeveloped and developing countries- strive to determine their international cooperation strategies.However, resources of most developing countries are limited and some priorities must be defined forproblem solutions. Teams of researchers take part in constant global competitiveness, and it isimpossible to imagine modern research systems without an international context. Like all thecounties, Israeli public R&D to great extent are open for all the world
